Launch of the smart city’s property management association regulations
A first in Mauritius!
A property management association brings together different owners who intend to build, maintain or manage multiple facilities or utilities, i.e. everything that benefits the people of a region.
There are three types of associations in Moka Smart City:
X The parent property management association (Association Foncière Mère – AFM), “Moka, the Heart
of the Island”, operates at city level.
X The precinct property management association (Association Foncière de Quartier – AFQ), operates
at precinct level.
X The block property management association (Association Foncière de Bloc – AFB), operates
at block level.
They are governed by new regulations based on an amendment to the Civil Code of Mauritius in 2018, which are aimed at meeting the daily requirements of the city’s residents and users. These regulations are inspired by the legal model of urban associations that exist in France, with improvements to fit
the scale of a city like Moka.
This structure gives owners the assurance of proper management and sustainability of the development. On the other hand, setting up of “members’ councils” at block, district and city levels enables active participation in the management of the city.

Le Corner Est
Work to start in 2023
The block Le Corner Est, launched a year ago, was met with great success during its first commercial phase in October 2021. The start of construction of this mixed-use office, retail and apartment building is scheduled for early 2023!
Located at the entrance to Les Promenades d’Helvétia, Le Corner Est brings together retail, residential and office space. At the time of writing:
X All apartments and the penthouse were sold and two ground-floor retail spaces - ideally located along La Promenade - were reserved.
X More than half of the 14 offices in the building - ranging from 40m2 to 60m2 - available from
Rs 4,348,000, were already booked.
