An ecosystem that fosters entrepreneurial innovation
For several years, Moka has supported Mauritian project leaders through a strong partnership with La Turbine, a business incubator and accelerator based at Les Kocottes. As the official sponsor of the Turbine Innovation Challenge – an intensive programme that helps turn ideas into concrete solutions – Moka contributes to a dynamic innovation landscape. Over several weeks, participants benefit from coaching, workshops, networking opportunities… and up to Rs 300,000 in funding to prototype or launch their project.
This support reflects Moka’s commitment to creating a fertile environment for local innovation: a place where ideas can grow.

A city built for tomorrow
Urban development in Mauritius has mostly taken place organically, with towns and villages growing gradually and without comprehensive planning. While this type of growth can be effective in the short term, it often leads to issues such as traffic congestion or a lack of coherence between different areas.
Moka, on the other hand, has embraced a structured and forward-thinking approach. From the outset, a master plan was put in place to guide the city’s development coherently.
This planning approach is based on the principles of sustainable urbanism: mixed-use development, soft mobility, high-quality public spaces… This consistent vision has notably led to the Telfair precinct being awarded the LEED for Neighborhood Development (LEED-ND) certification. A first in Africa.
Thanks to this structured framework, Moka is growing harmoniously, while placing residents’ well-being at the heart of its evolution.
Innovation for better living
Urban innovation in Moka also translates into practical solutions that improve daily life while limiting environmental impact. Two such examples are Roulib, a shared e-bike service available to businesses and residential complexes in the region and Molok recycling bins fitted with smart sensors: both convenient and sustainable tools designed for residents and city users.
Innovation in Moka also takes the form of civic engagement, through Moka’mwad, a citizen-led initiative unique in Mauritius. Its mission is to support residents who want to improve quality of life in their city through social, cultural, sports or environmental projects. With logistical support, space availability, and communication assistance, Moka’mwad acts as a true facilitator of local initiatives, bringing people together and empowering everyone to take action.
A participatory and structured model of local governance
The city’s management is based on a property management association, designed to combine efficiency, transparency and citizen participation. This innovative form of local governance, introduced into the Civil Code in 2018, allows residents to play an active role in shaping their environment.
Every property owner in Moka City is automatically a member of three associations:
- AFB (building/block) : Manages shared amenities within a building or residential block
- AFQ (neighbourhood) : Ensures upkeep of public areas and harmony within the neighbourhood
- AFM (city) : Operates at the city-wide level
Decisions are made during general meetings, using a fair voting system. Each level is overseen by an elected administrator and a member council who ensure smooth day-to-day operations. This modern, participatory system enables Moka to grow in a consistent way, while giving residents more control over their living environment.
